Narrative
Sub-contracting Consultancy under Strengthening Decentralisation for Sustainability (SDS), a USAID funded program covering 35 districts to identify areas for improvement of local government procurement procedures and develop asset of Technical Assistance Resources for Use in the 35 districts.
Description of actual services provided by AMC staff within the assignment
- Desk review of existing Uganda laws and regulations and international treaties on the Health Care Waste Management(HCWN)
- Review WHO, USAID, PEPFAR, and UN HCWM related documents and publications.
- Review Ugandan and International HCWM best practices.
- Discuss with DS team, the districts and stakeholders, the roles and responsibilities of the district, the health care provider and health facilities.
- Discuss with the Ministry of Local Government and Ministry of Health the HCWN activity at the targeted districts and the specific national policies to be implemented local level.
- Assist the districts to develop, submit and receive approval by the ministry of Local Government for the HCWM Service Agreement
- Develop a District HCWM Reference Book with all relevant national laws and regulations and intranasal treaties on HCWM and templates for effective and efficient HCWM and provide a presentation /training/TOT to the SDS Grants Team.
